The Barber Institute (in Edgbaston) is supposed to be of national class. I haven't been.

BMAG (Birmingham Museums & Art Gallery) has a huge Pre-Raphaelite collection, most of which is online as well as visitable.

Derby's gallery has a terrific collection of Joseph Wright, although not a lot else that's really remarkable.
